Management Staff

Our management staff is composed of several internationally recognized senior satellite industry professionals, including:

  • Mustapha ELRIZ, Chief Executive Officer

    Mustapha ELRIZ has had an active presence in the satellite and telecommunications sectors for over 30 years, focusing primarily on satellite programs for emerging markets. He started his career as Technical Engineer at Thomson-CSF. He then joined Alcatel Space where he held many positions for over twenty years, the latter being VP Business Development, Middle East & Africa. Before forming SATConsult, Mr. ELRIZ acted as the first Chief Executive Officer of the pan-African satellite operator RascomStar from 2003 to 2006.
    In 2006, he created Southern Aerospace & Telecom Consulting (SATConsult), a multi-disciplinary consulting firm that supports its customers in the implementation of sustainable satellite-based telecommunications and remote sensing infrastructure worldwide. Currently acting as SATConsult’s Chief Executive Officer, he coordinates an impressive team of high-level experts in order to support the procurement and monitor the construction of space and related ground systems worldwide. Mr. ELRIZ has inked a significant number of consultancy contracts and established a sound network of contacts in many countries in the Middle East, Africa and Asia, most especially amongst satellite and telecommunications operators, regulators and development banks.
    Mr. ELRIZ also is a regular lecturer and coordinator of a space programs management training module at the French Aeronautical and Space school (ISAE) in Toulouse.
    Mr. ELRIZ holds an Engineering Degree from the Ecole Nationale Supérieure des Télécommunications of Paris (1979) and a Master of Business Administration (MBA) from the United Kingdom’s Open University Business School (1992).

  • Laurent VALIGNON, Vice President, Marketing & Business Development

    Laurent VALIGNON has spent most of his career in the telecommunications and aerospace consulting sector. He started his career as a researcher in space programs economics on numerous international research projects. In 1997, Laurent joined Euroconsult, where he rapidly became an expert in charge of managing the most demanding and sophisticated consulting assignments. He was extensively involved in analyses of the satellite video and Internet markets worldwide. From 1999 to 2008, Laurent acted as senior consultant at Vista Advisers (acquired in 2006 by Aon). In this position, he actively took part in many types of assignments such as analyses of business opportunities, definition and validation of corporate strategy, due diligence processes for banks and financial institutions, analyses of alliances and joint ventures, etc. for a number of new satellite projects in all regions, including Asia Pacific, Americas, India and Russia.
    Since he joined SATConsult in 2008, Mr. Valignon has been acting as Marketing & Business Development Director, as well as a senior Space Market and Financial Analyst. He has been involved in multiple assignments, both for supporting project management and coordination and leading market and business planning related tasks.
    Mr. VALIGNON also is a regular lecturer at ISU and at the French Aeronautical and Space school (ISAE) in Toulouse.
    Mr. VALIGNON is graduated in economics and holds a Master of Science (MSc) in Space Studies from the International Space University (ISU).

  • Yann LE DU, Vice President, Engineering

    Yann LE DU has been working as SATConsult Consultant since mid-2008. Benefiting from more than 20 years' experience in the satellite industry, he has been involved with SATConsult on several satellite/payload constructions monitoring at multiple manufacturers, such as Space Systems/Loral, Melco, Thales, INVAP, etc. He has been designing future telecom missions for emergent customers. He is a specialist in various satellite-related areas stretching from payload and TC&R up to RF pointing techniques.
    He has also developed skills in satellite communication systems operations for both ground control and mission segments and supported RascomStar-QAF as Technical Director, where he developed various activities for the company such as satellite control, mission control and survey, Transponder Planning, Mission and control infrastructure development, as well as frequency coordination and SATCOM solution designing for African customers.
    Mr. LE DU graduated in telecommunications systems and Digital Networks in 1995 in Toulouse, France (Université Paul Sabatier).

  • Jean-Pierre NOTE
    Jean Pierre NOTE has spent more than 25 years in space-related finance activities and has an experience of 20 years in satellite contract negotiation, insurance negotiation and satellite system financing as well.
    He has led on behalf of Alcatel Space many contract negotiations for the sale of satellites in many countries worldwide (United States, Iran, India, Argentina, Russia, Europe, South-Korea, Israel, Egypt, etc.).
    His last post before joining our team of experts was as Chief Financial Officer with RascomStar-QAF (2003-2010). In this role, he was involved in the setting up an international African satellite operator, including negotiations of the industrial contracts, negotiation with shareholders and lenders and accountability for the company’s business plan and accounts).
    A former Graduate of the Toulouse Business School (1990), Mr. NOTE holds a Master degree in International Law from the Université des Sciences Sociales of Toulouse.
  • Guillaume MORIN, Manager, Operations

    Guillaume MORIN joined SATConsult in 2011, after graduating from Telecom Bretagne/ENSEEIHT and the French Aeronautical and Space school (ISAE) in Toulouse. He rapidly developed his expertise to become a key member of our management staff, in which he actively contributes to particularly demanding assignments in the fields of frequency spectrum assessment and coordination, space and ground control and user segment system design and construction monitoring, project coordination during procurement and industrial phases, training session organization and management.
    He has been positioned as system and payload resident expert in Melco premises in Japan, for the Es'Hail 2 satellite program. He has been previously involved in the management of multiple experts in contract evaluation and negotiation with various manufacturers, led the frequency coordination and regulatory issues at WRC-2012 on behalf of Duniasat (an emerging satellite operator), and participated as project coordinator in the definition and procurement of a ground user segment as well as in the related ground control segment implementation.

In addition, SATConsult enhanced its international presence with the addition of an Asian business representative, Laurence LAGRIFFOUL, based in Singapore. Mrs. LAGRIFFOUL has spent most of her career in Asia in the aerospace and the defence industries. She held several positions such as Business Development, Key Account and General Manager in original equipment manufacturers and consulting companies. She has an extensive experience working with organizations operating in the aviation, oil and gas and defense industries in South East Asia and in China. She has been involved in several long-term industrial projects and has managed the implementation and the development of pre and after sales contracts. She graduated from ESSEC business school and Paris II University
